Verification Time Extended

Regulation on the Amendment in Regulation on the Monitoring of Greenhouse Gas Emissions has been published in the official gazette dated 31/05/2017 and numbered 30082.

Contract and Verification Time to be Signed with a Verification Organization

The biggest change with the Published Regulation, that is the Regulation on Amendment, has been the extension of the verification period. Before the amendment, businesses had to sign a contract with confirmative companies by November 1, 2016 for verification processes of emission reports for 2015 and 2016. And they had to submit the certified emission reports to the Ministry by April 30, 2017. The deadline for signing the contract with the Regulation was changed to 30 June 2017 and the deadline for the conduction of verified emission reports to the Ministry was changed to 31 October 2017.

However, this flexibility is only valid for verification of the 2015 and 2016 emission reports. That is, businesses need to sign a contract with verifier companies by 1 November 2017 and they must submit their certified emission reports to the Ministry by 30 April 2018, for emissions reports of 2017.

Laboratory Use

Another important change that concerns businesses is the new regulation on laboratory use. The preferred laboratory had to be authorized by the Ministry for the relevant analysis and had to have accreditation, for enterprises to be able to analyze for calculation factors before regulation. This used to bring many problems with itself. In particular, there were no laboratories for some analyses that were authorized by the Ministry. Laboratories do not have to be authorized by the Ministry with the Published Regulation anymore, that is the Regulation on Amendment. It is now sufficient for the laboratory to have only accreditation for the relevant analysis.
